complexities has kept HX5 at the forefront. Legislative changes like the National Defense
Authorization Act for Fiscal Year 2024 have introduced new challenges, such as
greenhouse gas emissions reporting requirements and stricter payment terms for
subcontractors. Howard’s keen understanding of these changes has been crucial
in maintaining HX5’s competitive edge.
Under Margarita Howard’s leadership, HX5 has grown from a single-employee operation to a
company employing over 1,000 people across 34 states. Her emphasis on teamwork
